Amendment of the law on 0900

The regulations regarding 0900 numbers will be drastically altered as of 1 July 2017.
To familiarize you with the new regulations, four scenarios have been specified below:

Scenario 1: before 1 July and the number is being used for customer service

Until 1 July you can charge a rate of 1 euro per call on top of the regular call charges for the 0900 numbers that you communicate to your customers. This applies, for example, to organizations that specifically communicate the number for customer service purposes, but also for organizations that only have an 0900 number. Obviously it’s also allowed to not charge your customers any additional fees for calling the 0900 number.

Scenario 2: before 1 July and the number is not being used for customer service

If your organization clearly has multiple active numbers, it’s possible to charge a particular rate per minute or per call for an 0900 number. A condition is that at least one number is communicated as the customer service number. You can charge a rate of up to 1 euro per minute or 1.40 euro per call. As an earnings model this is a less attractive option, simply because you don’t want new customers to have to pay to become a customer of your organization.

Scenario 3: after 1 July and the number is being used for customer service

As of 1 July you are no longer allowed to charge an additional fee on top of the regular call charges for an 0900 number that you offer for customer service. This applies, for example, to organizations that specifically communicate the number for customer service purposes, but also for organizations that only have an 0900 number. The new regulation voids the old earnings model of the 0900 numbers.

Scenario 4: after 1 July and the number is not being used for customer service

If your organization has multiple active numbers that it communicates to its business relations, it’s possible to charge a particular rate per minute or per call for an 0900 number. For that 0900 number you can charge a rate of up to 1 euro per minute or 1.40 euro per call, provided that you also offer a number that your customers or business relations can call free of charge or at the regular call charge.

Conditions that apply to charging a fee are that you will not charge any additional costs on top of the standard call charges and that you will not use the 0900 number for customer service purposes. In addition, you must communicate at least one other number for the customer service. Again, a customer service number starting with 0900 must always be available at no additional cost. As an earnings model this is a less attractive option, simply because you don’t want potential customers to have to pay to become a customer of your organization.
